1. Background
Palestine Catalyst (MENACatalyst Foundation) is Technical Partner for INSPIRE WOMEN — Innovative Sustainable Financial Inclusion for Resilient MSMEs in the West Bank, from 1 August 2026 to 30 April 2027.
Under the programme, Palestine Catalyst directly implements the Green Finance Business Readiness Programme, reaching 100 MSMEs across four sectors. Women-led MSMEs in the West Bank, despite strong business acumen, face significant barriers to accessing the finance their businesses need. The programme helps them become financeable, and produces a knowledge product on the gender-specific dimensions of green finance access, presented to financial sector and regulatory actors at a lessons-learnt roundtable.
2. Purpose
The centrepiece of this contract is one green finance readiness toolkit covering all four target sectors. It is a practical working document that takes a business owner from a good idea to a file a bank will read. Around that sits the programme’s wider communication: applying the INSPIRE WOMEN brand, meeting donor visibility requirements, and telling the programme’s story through enterprise cases, video and photography.
3. Scope of Work
3.1 Green finance readiness toolkit (principal output)
- Design and produce one green finance readiness toolkit covering targeted sectors.
- Work with the technical experts to turn the content into a usable tool: what an owner must do, in what order, with what documents, to reach a financeable position — information design, checklists and fillable templates, not continuous prose.
- Deliver the toolkit an accessible digital version, and support dissemination to the 100 participating MSMEs.
3.2 Knowledge product and roundtable
- Design and lay out the knowledge product on green finance access and the gender-specific dimensions of MSME financing — print-ready and digital, Arabic and English.
- Design the brief and presentation materials for the lessons-learnt roundtable (March–April 2027).
3.3 Brand, content and visibility
- Apply the INSPIRE WOMEN identity and donor visibility requirements across all outputs, and produce a short visibility guidance note and a template pack (presentation, event materials, social media), in Arabic and English.
- Produce 4 enterprise success stories (600–800 words, Arabic and English), one per sector, each from a field visit and interview.
- Produce 2 short videos (90–180 seconds, Arabic with English subtitles): a green finance explainer and an enterprise story — full scripting, filming, editing, subtitling and delivery.
- Produce social media content against an agreed calendar, and support media engagement at launch and final showcase.

5. Duration and Value
10 August 2026 – 30 April 2027; all effort within the programme period. The contract is an all-inclusive lump sum under budget line 2.5 — covering all fees, equipment, software, travel, production, translation, subtitling and taxes — and is a ceiling settled against evidence.
The level of effort is distributed across the deliverables as follows. The contract is an all-inclusive lump sum under budget line 2.5, settled per deliverable on written acceptance and a compliant invoice in EUR, inclusive of tax.

6. Required Qualifications
- Minimum 3 years in communications, media production, information design or content design, with NGOs or donor-funded projects in Palestine- is a plus.
- Bachelor’s in communications, media, journalism, graphic design, marketing, business, or related; equivalent professional experience may substitute.

8. Evaluation
Applications are scored on a 60/40 technical/financial split — technical quality 60%, financial offer 40%.

Financial (40%). The lowest compliant financial offer receives the full 40%; other offers score in proportion (lowest offer ÷ offer × 40).
Only applicants achieving at least 70% of the technical score will have their financial offer opened. The contract is awarded to the highest combined score.
